Franken isn't going anywhere. He's not going to resign a gig that sweet. And he's certainly not going be expelled by his fellow douchebags in the Senate. He likely won't even be censured. His constituency will ultimately decide his fate in the election booth.

Whether or not he was actually fondling her, he made it abundantly clear that he thought the idea of doing so was funny, not something to be discouraged. He thus abdicated the right to be "outraged" if/when someone else actually does it.
